KINGSTON, Jamaica— The police have confirmed that four persons were taken into custody Thursday in relation to the kidnapping of Member of Parliament Phillip Paulwell’s 10-month-old daughter Sarayah Paulwell and her mother, 27-year-old Toshyna Patterson.
Deputy Commissioner of Police, Fitz Bailey disclosed in an update on Friday that one of the suspects is a 34-year-old petty officer in the United States Navy. He stated that based on the “quality and potency of the evidence” the suspects could be facing charges of kidnapping and conspiracy to murder, among other charges.
“The evidence that we have garnered so far is very strong and stand up to any scrutiny in the court of law,” Bailey said, adding that the investigation “… is still ongoing, however it is at an advanced stage.”
On September 9, Paulwell had confirmed reports that his 10-month-old daughter Sarayah and her mother were missing.
Paulwell said the two were seemingly abducted from their home at Gilmore Drive, Kingston 20, on the morning of September 9 and have not been seen or heard from since.

The Member of Parliament had put up a $500,000 reward for information that would assist or lead to the safe return of the mother and daughter.

Bailey described the situation as “unfortunate” and said the police are determined to provide closure to the family.
“The officers are committed to ensure that family members get closure to what I consider to be a very unfortunate situation, one that really forces any individual with a conscience to cringe,” he said.
