Who issues the ticket for poor road conditions?

I was driving in Barbican Square and was stopped by a rookie female police officer, who proceeded to issue me a ticket for using my telephone while operating a vehicle. I accepted the obvious and actually tried to plea a case, which she was not having.
My description of the officer should indicate that any expectation of discretion was futile. However, in a pleasant exchange while she wrote, she indicated that I was being a potential danger to other road users.
Having accepted my ticket, I looked around and noticed the beautiful paved road had no lines delineating the lanes and motorists have been left to drive on memory and position themselves where they think they are supposed to be. This coupled with the indisciplined drivers and bullying tactics they employ results in pure chaos. One worries for visitors who are unfamiliar with the area.
Is there a ticket to be issued to someone, somewhere, some agency for contributing to the chaotic situation and being a hazard to road users? The absence of road markings occurs quite frequently across the island and is not indicative of a well-ordered society.
So while exercising my discretion and not issuing a ticket to the relevant agency, I would implore it to rectify this situation as soon as possible, thereby closing off one source of excuse for indiscriminate drivers.
