Powell reflected fondly on his four-year tenure as St Ann top cop, noting that he was particularly proud of having overseen a reduction in major crimes in the parish.
“I’m grateful for the experience. I was (one of) the longest serving commanding officers,” he told Observer Online.
“Significantly over the period we have seen a reduction in major crimes. Last year St Ann ended with a 34.5 per cent reduction in murders,” he continued. “We ended last year with some 51 murders, the lowest number that the divison has seen for a number of years.”
The success continued into 2025 with only 12 murders recorded since the start of the year in the parish.
“Between January to April we have made a significant reduction (in homicides),” Powell said.
He described his transition as a bitter sweet moment, noting that he forged valuable relationships during his tenure.
“It was a tremendous experience that I managed to forge a greater partnership between the police and citizenry,” he said.
The newest venture marks another chapter in his 35 years at the Jamaica Constabulary Force (JCF).
“This is just another part of my journey and God must have sent me here for a reason,” he said
