#Champs2025: ISSA clarifies KC’s Class 1 ‘quota breach’
KINGSTON, Jamaica—The Inter-Secondary Schools Sports Association (ISSA) has sought to clarify the situation concerning Kingston College’s breach of quota and the subsequent removal of Dylan Logan from participation in the ISSA/GraceKennedy Boys’ and Girls’ Athletics Championships underway at the National Stadium.
A release over the signature of Meet Director Anthony Davis and which the Observer Online saw a copy says in part “As per ISSA’s communicated guidelines, nine Kingston College Class One athletes were flagged as quota athletes.”
“ISSA advised that two quota athletes should be selected, and (Kingston College’s Sports Master) Richard Smith confirmed that Dylan Logan and Anthony Hall were chosen as Kingston College’s quota athletes for Class One. Furthermore, Mr Smith clarified that Jurel Clemment and Roshawn Lee were not considered quota athletes, as this matter had already been discussed with ISSA,” said the release.
“Following a protest lodged by participating schools and upon further investigation, it was determined that Jurel Clemment did not satisfy the requirements for exemption under the quota rule and is therefore to be considered a member of your Class 1 quota.
Therefore, it is now determined that Dylan Logan’s participation breached ISSA’s quota restriction of no more than two quota athletes representing a school in each class. He is therefore ineligible for further participation in this year’s championship.”
