New Custos of Clarendon installed
KINGSTON, Jamaica— Governor-General, Sir Patrick Allen, has charged the new Custos Rotulorum of Clarendon, Edith Chin, to be vigilant in her duties, and ensure that the values of justice, fairness and community service are reflected in every decision she makes.
He said that her position is a bridge connecting community needs with the government’s goals and expressed the hope that her tenure would be marked by resilience, clear vision and an unwavering commitment to the principles that uphold the social fabric of society.
The Governor-General was addressing the official installation ceremony held on May 9 at the Empowerment Park in the parish.
In welcoming the new Custos, the Governor-General said the accomplished businesswoman has demonstrated excellence in entrepreneurship, community service, cultural preservation and has a deep passion for the citizens of Clarendon.
“Her exemplary leadership skills, honed over years of managing and supporting diverse teams, makes her eminently qualified to oversee approximately 630 Justices of the Peace (JPs) and inspire the over 246,000 residents of Clarendon,” he noted.
“The role of the Custos is critical and multifaceted. It includes the careful selection and swearing-in of JPs, ensuring that they uphold the highest standards of integrity and accountability,” he pointed out.
The Governor General expressed gratitude to former Custos William Shagoury, noting that his 13-year tenure from August 1, 2011 to March 7, 2024, was marked by compassion, dedication and fortitude.
“He significantly shaped the landscape of the parish’s civic life,” the Governor-General said, crediting Shagoury for helping to foster a sense of unity and civic pride across Clarendon.
Justice Minister, Delroy Chuck, in his remarks, said Clarendon was extremely blessed and lucky to have Chin as its new Custos, noting that she is well placed to inspire the citizens and Justices of the Peace (JPs) in the parish.
He expressed confidence in her ability to work diligently and tirelessly with the stakeholders of the parish to ensure it becomes a better, more peaceful place.
Minister Chuck also hailed former Custos Shagoury for his stalwart service.
“He was highly regarded by all sectors of the parish and increased the community of JPs by 72 per cent to some 630 now serving.
“They revered his leadership and stern management of their functions. Upon his retirement from this noble office, we can say he has confidently ensured that many worthy and good people were appointed as JPs, one of whom has now emerged to take on the office of Custos,” Chuck said.
Custos Chin, who took office in March, said she has already toured several communities and institutions and visited JPs.
She pledged to “use what is good about the parish to fix what is wrong” and through combined efforts, to work towards a more resilient parish with thriving residents.
“My mission is to enhance our community engagement, support impactful development projects and fortify our readiness for any challenges that may arise. Transparency, integrity and fairness will be the cornerstones of my tenure as we strive to build a future where every community member can be empowered and inspired to collaborate with each other and thrive,” she said.
Custos Chin said she is mindful of the footsteps that she must follow, noting that the legacy of her predecessor will help to guide her path.
