Man charged with murder following death of mentally ill man
ST JAMES, Jamaica— A man has been charged with murder after he was caught on video repeatedly hitting a man believed to be mentally ill in the head with a rock in St James last Tuesday.
The deceased has been identified as Matthew Lettman.
Charged is 22-year-old Rushan Bulgin of Williamsfield District in the parish.
Reports are that about 6:25 am, the police were on patrol along the Jimmy Cliff Boulevard when they saw a man lying motionless on his back in a pool of blood.
On closer inspection, the man was seen with wounds to his head and was unresponsive, the police said.
Bulgin, who was seen on video using a rock to inflict wounds to Lettman’s head, was later taken in for questioning and subsequently charged.
His court date is being finalised.
