Third Manchester Parish Council fraud accused gets $3M bail
MANCHESTER, Jamaica — Temporary Works Overseer at the Manchester Parish Council, Kendale Roberts, who was on Monday arrested on fraud charges was granted bail in the sum of $3 million in the Mandeville Resident Magistrates Court today.
He is facing Breaches of the Corruption Prevention Act and Conspiracy to Defraud.
Roberts is now the third person facing the court to answer to fraud charges in relation to an anti-corruption probe at the Council which started last month.
Deputy Superintendent of the Road and Works Department, Sanja Elliott, and a caretaker, Dwayne Sibblies, who was employed by him but not to the Council were also in court today.
They have both already taken up bail offers previously granted. Their bails have been extended.
All three men are set to return to court on Wednesday, November 16.
The investigation at the Manchester Parish Council is a joint operation by the Office of the Contractor General, Financial Investigation Division and the Major Organised Crime and Anti-Corruption Agency (MOCA).
According to MOCA, the Manchester Parish Council employees used their positions to misappropriate funds for their benefit and to enrich their associates.
“To date, the investigation has revealed that the group corruptly benefited in the excess of ninety-five million dollars ($95,000,000),” said a release from MOCA.
Roberts was represented by attorney-at-law, Peter Champagnie in court while Elliott and Sibblies were represented by Norman Godfrey.
