The Algarve Tournament ended on a disappointing note for England as Germany scored late on through Benedikt Gimber to win 1-0 and claim the trophy.
Both nations entered the game locked on four points, meaning it was winner-takes-all at the Municipal Stadium in Lagos on Sunday afternoon.
Germany bossed possession in the opening stages but England, who beat Holland and drew with Portugal in their first two matches, kept them at arm’s length.
John Peacock’s Young Lions did look dangerous on the counter-attack, however, and Southampton winger Josh Sims set up Demetri Mitchell for the game’s first chance, only for the Manchester United forward to roll the ball wide.
The lively Patrick Roberts then cut inside from the left wing and unleashed a fierce effort that Germany goalkeeper Timo Konigsmann palmed away.
And shortly before half-time, a cross from Archie Edwards was cleared only as far as Joshua Onomah who fired over.
As the Portuguese sunshine gave way to pouring rain, Germany started the make headway in the second half and Arianit Ferati blazed over from a right-wing cross.
Neither side was able to make a breakthrough until eight minutes from time, when, following a goalmouth scramble involving players from both sides, Gimber prodded the ball home from four yards out.
Germany came close to doubling their lead, but England goalkeeper Freddie Woodman saved well from Finn Porath.
England pushed forward in four minutes of stoppage time, but substitute Giorgio Rasulo saw a late effort smothered by Konigsmann and their hopes of an equaliser were dashed.
Coach Peacock told FA.com afterwards: ‘In all essence Germany edged the first-half and caused us problems. They had very good movement in midfield, but we stuck to our task well and created one or two chances ourselves.
‘We were possibly a bit fortunate to go in goalless at the break but in the second-half we did much better and got to grips with them.
‘I thought it was going to be 0-0 but it was a poor and scrappy goal to give away.’
Peacock must now rally his troops for the upcoming European Championship qualifiers against the Czech Republic, Albania and Italy at the end of next month.
