Finance Minister Dr Peter Phillips is sounding very much like he is where Audley Shaw was when the JLP Administration could not bring itself to sign a new deal with the IMF. Maybe P J Patterson knew what he was doing afterall when he pulled Jamaica out of a borrowing relationship with the Fund.
