Fennell was one of nine officers and directors elected at the quadrennial general meeting of the association on June 29.
New to the team is Yvonne Kong, the retired principal of the GC Foster Sports College. Kong replaces the late Jimmy Carnegie.
Other members of the team who were returned to office are Don Anderson (first vice-president), Captain Horace Burrell (second vice-president), Neville McCook (secretary general) and Compton Rodney (treasurer).
The slate of directors is made up of Howard Aris, Denise Forrest, Molly Rhone and Kong.
In a distinguished career, Fennell has served as president since 1977 and is also president of the Commonwealth Games Federation.
In addition to reviewing the association's audited accounts and performance for the period 2005-2008, the meeting was presented with an outline of its work for the 2009-2012 period.
During this quadrennium, the JOA will lead Jamaican teams to seven major international multi-sport games.
These are the 21st Winter Olympic Games in Vancouver next February, the Commonwealth Games in India, the CAC Games in Puerto Rico and the first Youth Olympic Games in Singapore, all in 2010.
The 16th Pan American Games in Mexico and the 4th Commonwealth Youth Games in the Isle of Mann are all on the 2011 calendar, with the Games of the XXX Olympiad set for London, England in 2012.
