ICC World Cup Act to be debated in parliament

After a one-week delay, the International Cricket Council (ICC) World Cup West Indies 2007 Act, better known as the Sunset Legislation, is scheduled to be debated next week in the House after it was tabled in Parliament on Tuesday.

The Sunset Legislation - a key component for countries hosting major events- is a seven-section Act that is drafted and added to the statute books until June 30, 2007 to protect the rights' of the sponsors of the ICC Cricket World Cup, which is being hosted for the first time in the Caribbean.

This Act, when tabled, will address various legislative issues, primarily ambush marketing and promotional activities seeking to ride on the back or shoulders of official sponsors free of cost.

But with "95 per cent" of the draft being accepted by all territories, there still remain a few intricacies that must be dealt with on the part of the individual host venues.

Other issues that will be debated in the Bill include visas, import and export duties, exemption from income taxes and taxes on tickets and authorising the police to exercise the power to eject unruly persons from the venue.

Host Venue countries cannot play any part of Cricket World Cup 2007, without the Sunset Legislation being passed into law.

Speaking to the Observer yesterday, Derek Jones - senior legal counsel at the ICC Cricket World Cup West Indies 2007 - said that hopefully the Bill will be enacted into law before November 1.

"I am not familiar... in parliamentary procedure and therefore do not know what is involved in terms of the time frame," said Jones.

"But my assumption is that the procedure would allow for it to be passed in time for the 1st November, which is the deadline," he added.

Of the nine host venues, only Barbados and St Kitts & Nevis have already passed the Sunset Legislation into law.
