Regional security officers get training at JDF camp

MONEAGUE, St Ann - Members of the island's security forces are to join their counterparts from eight other Caribbean countries within the Regional Security System (RSS) for a special staff and command training course at the Jamaica Defence Force camp here.
The course, which is being funded by the Canadian Government through the Foreign Affairs and International Trade under its Counter Terrorism Capacity Building Programme, was launched yesterday by the Canadian High Commissioner to Jamaica Stephen Hallihan.
Participants have been drawn from the police, coast guard,
military, customs, immigration and prison services.
High Commissioner Hallihan said his Government was cognisant of the current crime situation affecting Jamaica and the Caribbean and reaffirmed his country's commitment in assisting member states in the RSS to fight crime.
"The objective is to take people in operational positions in security organisations across the region and teach them a set of basic command and task skills that they need to plan and conduct security operations," Hallihan explained.
Participants, said the high commissioner, will be better trained and will be able to go back to the different organisations and carry out their duties, which he hopes will lead to better co-ordinated security operations.
"These are the planning and assessment types of capability that organisations can use to plan and conduct successful security operations," Hallihan said, adding that training from the programme could be very effective during operational duties.
At the end of the course, participants will be expected to develop an understanding and knowledge of the operations of the RSS and be able to function as a staff officer at the Central Liaison Office (CLO) or any other operational headquarters, said the
high commissioner.
Participants, he added, will also be expected to, among other things, identify current security challenges and be able to explain the dynamics of the shift from the village criminal to youth gangs, organised crime and terrorism.
The staff and command course is a RSS mandated programme for officers who are or will be attached to the CLO or other operational or strategic level headquarters. It is aimed primarily at officers who have not been exposed to staff training.
Other participating countries include Antigua and Barbuda, Barbados, Dominica, Grenada, St Kitts & Nevis, St Lucia and St Vincent and the Grenadines.
