Glimmer of hope for Caricom

GEORGETOWN, Guyana - The first glimmer of hope for a new and better form of governance for the Caribbean Community came yesterday at the Caucus Session of Caricom leaders here where they are meeting for the 30th heads of government conference.
It has been proposed that there be a high-level permanent commission of representatives of Caricom to help cut the excuses for lack of implementations of decision.
The Observer was reliably informed last night that the idea of such a permanent commission originated with Prime Minister Bruce Golding during the special caucus session that preceded the ceremonial opening of the summit.
The leaders are to discuss the issue further at another caucus either today or tomorrow.
Prime Minister Golding said that problems of pre-trade and pre-movement continue to be at the heart of some of the problems affecting the community. He felt that member governments that have problems in implementing decisions such as free inter-regional trade and pre-movement have an obligation to discuss with clarity these problems and in turn Caricom would have an obligation to review those cases and seek practical resolutions.
