Cop, wrecker operator on bribery charges

Friday, April 04, 2008

SPANISH TOWN, St Catherine - Police Constable Keffin Murray of the Spanish Town police and a wrecker driver Franklin Henry, 47, of Thompson Pen, St Catherine were brought before the Spanish Town criminal court Wednesday, charged jointly with a taking bribe from a motorist who had allegedly committed a road traffic offence.

They were both offered $400,000 bail with surety to return to court on April, 17 when the case will again be mentioned.
Resident Magistrate Marcia Dunbar-Green slapped a stop order at both international airports on both accused and ordered them to surrender their passports to the police.
Additionally, she ordered that they give their fingerprints to the police to determine if they have criminal records. She further ordered that the cop report to the Caymanas Police twice weekly between 6:00 am and 6:00 pm. Henry was slapped with a similar order to report to the Spanish Town Police.

Investigators from the Office of Professional Responsibility (OPR) told the court that on March 27, the cop stopped a motorist along Burke Road, Spanish Town for committing a minor traffic offence.

After issuing a traffic ticket, the cop seized the vehicle, called a wrecker driven by Henry, and instructed him to take the vehicle to the police car pound. However, the constable allegedly solicited $5,050 from the motorist to return his car.
According to the investigators, Murray was given $2,000 with a promise to pay the balance of $3,500 the following day.
The matter was reported to the OPR and a sting operation was set up on March 28. The complainant was given the $3,500 in marked notes and the cops said Henry and Murray colleced the cash and were nabbed.

They were detained in police custody and based on a ruling from Director of Public Prosecutions Paula Llewellyn, the cop and his accomplice were taken to court where they were charged.
