Major General Simmonds will be supported by five other board members:

. Rodney Conway S Chin; and
. George Overton.

The Independent Central Firearm Licensing Authority will act as the body charged with the granting of firearm licences in Jamaica, effectively removing this function from the police.
In the event that an application in rejected, applicants may appeal to a Review Board chaired by Justice Clarence Walker, who will be assisted by:
. Glen Andrade, and
. Isadore Hibbert.
