Clarification on NWC vehicle contracts process

The National Water Commission (NWC) is compelled to urgently correct a serious error published in the Observer of Wednesday, October 28, 2009, in which it was said that vehicles being purchased by the NWC were procured using sole source methodology.
This is not correct, and any inference made from this error is therefore also incorrect.
The process by which vehicles are procured to replace an existing aged and costly fleet has been done in full compliance with the Government of Jamaica Procurement and Contracting Guidelines and involved competitive public tenders - not sole source.
In fact, advertisements inviting tenders for the supply of these motor vehicles were done nationally in September 2008, and were even placed in the Observer. Seven different bids were received and appropriately evaluated with subsequent recommendations made.
The process also involved not only the approval of the National Contracts Commission (NCC), but also the Commission's Procurement Committee, the Board of Commissioners, the Ministry of Water and Housing and the Cabinet.
Again, the public should be aware that the vehicles being procured by the NWC were awarded based on competitive tenders and that any statement by anyone to the contrary
is wrong.
